This is a request for proposals to describe the process and budget associated with Phase 2 of an on-going project to capture animal movement and develop a strategy to have the ability to update this information in a timely manner when required.  Phase 2 involves the capture of data from accessible databases, as well as construction of the master database, preliminary work on network schematics, planning for questionnaires and interview collection of data not captured by existing databases.

Maximum amount for the contract to the successful candidate is $35,000, and all work must be completed by March 31, 2011.

Activities

  • - Obtain data capture and manipulation materials, and network schematic software

  • - Capture remaining existing databases from the followinga: Ownership Identification Inc. (OII), remaining auction markets, DHI, CLRC, BCMAL bison for 2010, BC Pork Activity log books, CBA, and agricultural shows

  • - Conduct interviews of Agricultural Fairs and RodeosTravel to OII to collect paper based data if necessary

  • - Travel to other paper-based sites to collect data if necessary

  • - Combine received datasets into one preliminary master database

  • - Begin constructing network schematics

  • - Develop plans for questionnaires based on gaps identified in collected existing databases

  • - aThe 10 database types are as follows: (1) movement documents - OII (paper) and LIS (electronic); (2) auction markets and bull sales; (3) processing plants; (4) CFIA health certificates; (5) DHI records transfers; (6) Canadian Livestock Records Corporation (CLRC - sheep and goats); (7) BCMAL bison annual inventory and record of movement form; (8) the Canadian Bison Association‘s record of movement forms; (9) list of animal agriculture shows; and (10) activity log books that are part of the BC Pork Biosecurity Program.  More detail concerning each of the database types can be found in the CCH report entitled Plan for Describing and Monitoring Animal Movements in the Fraser Valley dated 31 Mar, 2010).
